This depends very much on the case. Usually it takes two to four months until the result of the investigation is available in a written report, with a conclusion and recommendations.
Internal confidential counsellors must be discreet, trustworthy and credible. It is mandatory that they have a position outside the line, which enables them to take a largely independent position and to represent it both vis-à-vis the person concerned and the accused. Suitable candidates are, for example, employees of the social services, equal opportunities officers, occupational health and safety officers or members of the staff commission. HR specialists are not suited for this function, as knowledge and tasks from one activity may conflict with the other function. In small and medium-sized companies it is therefore hardly possible to find a suitable person for this function.
A very good alternative or supplement to the internal confidential counsellors are external experts who take over the task of the external confidential counsellor. These should be qualified experts in dealing with bullying and/or sexual harassment, and/or discrimination or other problems at the workplace, and may have a variety of backgrounds (psychology, jurisprudence). As outsiders, they have a greater distance, which makes it easier to take a neutral position. Conflicts of interest due to professional or personal relationships can also be avoided with external confidants. This in particular is often very much appreciated, indeed explicitly desired, by the persons concerned.
